Although the designer applied bead embroidery techniques, she used felt as the base. You can always use proper beading foundation and back it with leather.
One suggestion I have is to sew jump rings in between the layers at the outer corners. That way, you can use chain for the rest of the necklace instead of ribbon if you so wish.
